Treat duty-free shopping as one controlled part of a Sanya holiday, not as a race against the departure clock. First match the buyer to a real Hainan departure and choose the collection method; only then decide whether the trip needs a Haitang Bay fitting visit, an authorised online order or a small airport purchase. Stock, promotions, opening hours, collection cut-offs and eligibility rules can all change, so confirm the current policy and the retailer's order page before paying.

The current policy in plain English

Under the Hainan offshore duty-free policy effective from 1 November 2025, eligible travellers must be at least 18 and have an annual allowance of RMB 100,000 per person across multiple shopping trips. The current catalogue contains 47 categories, but that number and the applicable notes should still be checked against the official list on the purchase date.

For each Hainan departure, the published limits include 30 cosmetics, four mobile phones, 1,500 ml of alcoholic drinks in total and two micro-drones; every item inside a boxed set counts separately. The annual allowance, category notes and reasonable-personal-use rule still apply, and an amount above a monetary or quantity limit may be taxed rather than simply refused.

The Hainan scheme is for the traveller's own use, not resale. Do not lend an identity document, departure record or allowance to a guide, driver, group administrator or stranger; false travel information, profit-driven purchasing and help with evasion can lead to customs penalties.

Who can use it

An ordinary traveller needs a valid identity or travel document and a genuine departure from Hainan Island by air, rail or ship. The name and document number on the order must match the traveller and departure record; if either field is wrong, stop the order and have the retailer correct it before collection.

Announcement No. 9 of 2025 provides a separate exception for Hainan Island residents. A resident who has a Hainan resident identity on the purchase date and already has a Hainan departure record in that calendar year may buy goods from the 15-category resident list within their remaining annual allowance. Eligibility is checked as of the purchase date, including resident identity, that year's departure record, the annual balance and whether the goods are on the 15-category list. This exception does not require a new departure for every order or require the goods to be carried out of Hainan again, but purchases remain for reasonable personal use and must not be resold.

Travellers leaving both Hainan and China on the same journey have been included since November 2025, provided they use valid entry-exit documents and actually depart the country. Their collection arrangement is narrower than an ordinary domestic departure, so the designated airport or port area shown on the order controls.

Do not mix the offshore duty-free scheme with the separate zero-tariff programme for everyday imported goods bought by eligible Hainan residents. If a page or salesperson says only “Hainan duty-free,” ask which scheme, eligibility test, allowance and collection rule the order uses.

Five collection methods, with important limits

The revised 2025 Customs supervision rules expressly cover all five methods: designated departure-area collection, postal delivery, resident return pick-up, pick-up upon purchase, and pick-up with a customs guarantee. The current pick-up-upon-purchase boundary covers listed goods with a single-item selling price below RMB 20,000, but the eligible product, quantity, guarantee and verification details still come from the notices and order terms in force on the purchase date. Travellers departing both Hainan and China must use the designated airport or port collection area and carry the goods out in one journey; postal delivery is not a general fallback for that group. After a flight, train or sailing change, contact the retailer first and obtain a revised collection instruction instead of trying another port or counter speculatively.

Make a shopping list before you travel

Before going to CDF Sanya International Duty Free City, divide the list into items that require fitting or testing, exact-model purchases and optional products. For each item, record shade, size, capacity, model, warranty territory and a maximum acceptable total; this allows one traveller to compare the order while another watches the departure time, luggage and children.

A Sanya duty-free price is not automatically the lowest final price. Compare the payable amount with bundle contents, gifts, loyalty or card benefits, return limits and the quantity actually received; remove an optional item when the saving depends on buying more than can be used or returned.

Use the Haitang Bay visit for cosmetics, fragrance, watches, jewellery, bags and devices that need physical inspection. Check shade, volume, seal and batch for beauty products; check model, network or power compatibility, plug, accessories and warranty party for electronics; match serial information, certificates and accessories to the invoice for higher-value goods.

Where shopping fits in Sanya

Three workable schedules

A focused half-day

Reach Haitang Bay in the morning or early afternoon and handle fittings, fragrance tests and physical inspection before exact-model orders. After a meal or coffee break, review the buyer's name, departure record, collection method and after-sales channel; return to the accommodation area for the evening instead of adding a distant attraction.

Shopping plus a light beach afternoon

Finish the main Haitang Bay shopping and lunch before choosing only one afternoon option: the managed beach, the outskirts of Houhai Village or rest at the hotel. A water-sports offer needs its own check of sea conditions, operator qualification and insurance; proximity to the mall is not evidence that a street-side offer is suitable.

The day before departure

Use the final Sanya day to correct order details, not to restart comparison shopping. Match the buyer's name, document number, departure date, flight or train, collection point and delivery status, then put orders, receipts and warranty documents in hand luggage; if the retailer cannot resolve a mismatch that day, protect the departure and follow the written cancellation or after-sales route.

Transport and time margins

Haitang Bay, Yalong Bay, downtown Sanya, Sanya Bay and Sanya Phoenix International Airport are separate travel zones. Enter the correct mall gate in a ride-hailing app, and confirm both directions of any hotel shuttle, including whether booking and hotel-guest status are required.

Public holidays, summer demand, exhibitions and heavy rain can extend Sanya road journeys, so calculate airport time from the hotel rather than from the mall. A rail or ship traveller must select the actual station or port at purchase; after a last-minute change, never assume an airport counter can process that order.

Choosing where to stay

Choose Haitang Bay for a resort stay with one substantial shopping session, Yalong Bay for a beach-led trip, and Dadonghai or central Sanya for evening dining and urban transport. Sanya Bay or the airport area protects a very early departure, but the actual drive and shuttle—not the phrase “near the airport”—should decide the room.

Before booking a Sanya hotel, check the map pin, breakfast, parking, shuttle, child policy and cancellation deadline. A room “near the duty-free mall” may only share the Haitang Bay name; during typhoon season, ask how the hotel handles delayed arrivals, stranded guests and transport interruption.

Eating without losing the day

At CDF Sanya International Duty Free City, schedule food before queues and repeated product testing undermine judgement. For a Sanya seafood meal, agree the species, unit price, weighing method, cooking fee and total before the kitchen starts; ask separately about drinks and table charges, and raise nut, dairy or seafood cross-contact concerns directly.

Coconut chicken and qingbuliang are meal choices, not health treatments. Decline driver rebates, private-group discounts and “scan first, refund later” arrangements; a large Hainan duty-free order belongs at an authorised till or the operator's official channel, never an individual's payment code.

Payment, invoices and after-sales care

Before paying at a Sanya duty-free counter, save the product page, price breakdown, gifts, return scope and collection instruction. One traveller can read the order line by line while the named buyer checks document and departure details; keep the electronic order, invoice, warranty card, certificate and original packaging after both checks agree.

For a valuable Hainan order, make one continuous opening record at collection or delivery and report any discrepancy immediately through the counter or delivery system. A bank refund does not prove that the annual allowance has been restored, because the retailer must receive the return and report it through customs; check the displayed balance or the official service channel before another large purchase.

Extra points for international visitors

Passport spelling and name order must match the Hainan departure booking and shopping account. Because foreign-card acceptance, mobile-payment verification and English service vary by counter, carry a working alternative and obtain written confirmation of overseas warranty coverage and device compatibility.

Hainan eligibility does not replace the import rules at the next country or region. Check that destination's declaration and allowance separately, and remember that a direct international departure from Hainan uses only the designated airport or port collection area stated on the order.

Weather, scams and personal safety

Typhoons, thunderstorms and heavy rain can disrupt roads, flights and sailings around Sanya Phoenix International Airport. Protect the departure first, notify the retailer second and leave any non-essential purchase unresolved; inside the mall, divide responsibility for children, hand luggage and order checks before the group separates.

Do not take unpackaged valuables to a Sanya beach or leave luggage with a stranger. For an order change or dispute, use the retailer's published customer-service channel, preserve screenshots and receipts, and reject anyone claiming an unofficial “internal” solution.
