Most first trips to Huai'an combine three threads: Zhou Enlai memorial sites, Grand Canal heritage, and Huaiyang food. The relevant places are spread across Huai'an District, Qingjiangpu District, Hongze District, and Xuyi County rather than forming one old-town centre. Historic Huai'an District and the Liyunhe Canal in Qingjiangpu comfortably fill two days; use a third for either Hongze Lake or Xuyi.
Capacity controls, identification requirements, boat services, lake access, water levels, weather, and restaurant prices can change. The route below is an outline; check notices from the relevant venue, transport operator, or business for the actual date.
Understand the Main Areas
Historic Huai'an District contains the Memorial Hall of Zhou Enlai, Former Residence of Zhou Enlai, Fuma Lane Historic District, Hexia Ancient Town, and Huai'an Prefectural Government Office. It holds the core of the nationally designated historic city, but it is not the whole of modern Huai'an.
Qingjiangpu is the more convenient area for canal-side walks, restaurants, and evening activity. The Liyunhe Canal Cultural Corridor, Qingjiangpu Scenic Area is an urban visitor zone. The entire scenic corridor should not be described as one World Heritage attraction.
Hongze District is the base for the Hongze Lake Ancient Weir Scenic Area and specific open sections of the Hongze Lake Embankment. Hongze Lake spans more than one city and is not a single ticketed attraction. Xuyi is a separate excursion for the Ming Ancestor Mausoleum, landscape sites, and crayfish meals; it is not a quick extension of the ancient-weir route.
Planning the Zhou Enlai Sites
Zhou Enlai Hometown Tourism Area is an umbrella name covering the Memorial Hall of Zhou Enlai, Former Residence of Zhou Enlai, Fuma Lane Historic District, and Hexia Ancient Town. They are not one courtyard or one entrance. When checked on 30 August 2026, the official attraction website displayed a no-reservation admission notice. Ordinary individual visits still require valid identification and remain subject to security, capacity and current opening controls. Special events, group interpretation or study programmes may have separate booking rules. Recheck the website before travel: neither old advice to compete for a slot nor a blanket assumption of unrestricted walk-in access is reliable.
Follow the marked route and etiquette in the memorial hall and former residence. Keep voices low and avoid theatrical photographs in front of serious displays. Fuma Lane and Hexia provide street-level context and rest stops, but their commercial sections do not replace the historical information inside the memorial venues.
Families with children or older relatives do not need to complete all four components in one stretch. A morning in the memorial hall followed by two of the former residence, Fuma Lane, and Hexia is often more rewarding than rushing through every gate.
Keep the Old City and Canal Heritage Distinct
Huai'an Prefectural Government Office, often called Huai'an Yamen, interprets a historic prefectural administration. The nearby Site of the Governor's Office of Grain Transport is a different heritage place. The latter is associated with the Grand Canal World Heritage property; that status does not automatically transfer to Huai'an Yamen.
Other Grand Canal elements in Huai'an include the Huaiyang Canal section, Qingkou Hub, Shuangjin Sluice, Qingjiang Great Sluice, and Hongze Lake Embankment. They are widely dispersed and protected in different ways, so a first two-day visit does not need to collect every name. Use Huai'an Yamen to understand government in the old city, Hexia for the street pattern, and the Liyunhe Canal in Qingjiangpu for today's urban waterfront. This makes the heritage list easier to connect to visible places.
If the China Water Transport Museum is part of the route, check its hours, entry requirements, and exhibition changes separately. The museum does not erase the boundary between the yamen and the archaeological site of the grain-transport office.
A Two- or Three-Day Itinerary
Two days for the old city and Liyunhe Canal
- Day 1 morning: Memorial Hall of Zhou Enlai. After lunch, choose among the former residence, Fuma Lane, and Hexia Ancient Town according to energy and opening conditions.
- Day 1 evening: Stay in Huai'an District or move to Qingjiangpu. For a canal walk, use an open section with lighting and complete railings and confirm the ride back to the hotel.
- Day 2 morning: Huai'an Yamen, followed by the China Water Transport Museum or interpretation related to the Site of the Governor's Office of Grain Transport if open.
- Day 2 afternoon: Walk beside the Liyunhe Canal in Qingjiangpu and plan a Huaiyang meal. Do not add a rushed return trip to Hongze Lake.
Three days with one excursion
On Day 3, choose the Hongze Lake Ancient Weir Scenic Area and an open embankment section, or choose the Ming Ancestor Mausoleum and a meal in Xuyi. The two excursions differ in direction, transport, and theme and should not be compressed into one day. If high winds, heavy rain, or suspended boat operations affect the lake, use a city museum or food-focused alternative.
Arriving and Getting Around
Huai'an East Railway Station and Huai'an Railway Station are different stations, so check the printed station name before arranging a ride. Huai'an Lianshui International Airport is in Lianshui County and still requires a road transfer to either historic Huai'an District or Qingjiangpu. For Hongze Lake, use only a station and train that can actually be purchased through the official railway booking channel. A station label on a map, a planned line or construction news does not prove that passenger service is available. If no suitable ticket is on sale, plan a road transfer from an operating Huai'an station rather than budgeting for a supposed direct high-speed train to the lake.
Travel times from Huai'an East vary considerably among Huai'an District, Qingjiangpu, and Hongze. Choose accommodation only after identifying the next morning's first stop. Last buses, evening ride availability, and holiday parking can change, so check live maps and operator notices. For a hired vehicle to Hongze or Xuyi, confirm credentials, one-way and waiting fees, return point, and cancellation terms.
Liyunhe Canal boat trips can use different piers and routes. Maintenance, water conditions, weather, and special events affect service. Buy only after finding the current official route, boarding point, departure, and price; do not attach an old timetable to a non-refundable day.
Choosing a Base
- Historic Huai'an District or Hexia: best for the memorial sites, yamen, and old-town route, particularly for an early start.
- Qingjiangpu District: offers more restaurants and evening canal activity and suits travellers who want the modern waterfront.
- Huai'an East area: useful for a late arrival or early departure, but it is not within walking distance of the main old-city sights.
- Hongze District: worth an overnight stay when Day 3 is devoted to the ancient weir and embankment, avoiding a rushed return to the main city.
For an old-town guesthouse, verify the street address, vehicle access, luggage handling, night noise, and fire exits. Lake-area accommodation needs additional checks for weather cancellation, heating or air conditioning, and onward transport.
A Useful Introduction to Huaiyang Cuisine
Huai'an is a UNESCO Creative City of Gastronomy, but this designation is not a restaurant ranking and does not mean that every dining room follows one standard. A first meal might include ruandou changyu, a soft-braised eel dish; Pingqiao tofu; Wenlou soup dumplings; Huai'an chasan, a crisp fried snack; or kaiyang pucai, a dish of cattail with dried shrimp. Ruandou changyu is one dish, not separate dishes called ruandou and changyu.
Soup dumplings contain very hot liquid. Open one carefully with utensils and allow steam to escape, especially when children or older diners are present. For eel, river fish, and lake products, ask about origin, thorough cooking, current price, and pricing unit. Anyone allergic to shellfish, fish, peanuts, or shared cooking equipment should explain this before ordering.
Hongze Lake crab and Xuyi crayfish vary by season and source. Choose a regular business with displayed prices, then confirm size grade, weight, cooking fee, cover charge, and return policy. Claims such as direct from the source or wild catch are not substitutes for a price record and receipt.
Hongze Lake and Waterfront Safety
A Hongze Lake plan should name a specific scenic area, embankment section, or pier. Wind, water level, and temporary controls can change walking routes, boat services, and viewing areas. If no licensed operation is announced, do not hire a fishing boat or other non-passenger vessel. The embankment is also not open for parking or roadside photographs at every point.
At night beside the Liyunhe Canal, remain on open sections with lighting and complete railings and keep children within reach. Stone paving, steps, and waterside platforms can be slippery after rain. Leave exposed waterfronts during thunderstorms or high winds. On a licensed boat, wear the required life jacket and respect restricted areas of the vessel.
Memorial Etiquette and Consumer Boundaries
- Valid identification, security checks, capacity controls, and opening times follow the venue's notice for that day.
- Do not buy a service claiming to bypass security, jump a queue, or enter a closed room.
- Follow no-photography, no-flash, and quiet-zone rules in memorial venues, former residences, and protected buildings.
- Before buying food or gifts in an old street, check ingredients, net weight, production date, and return terms. Claims of time-honoured status, intangible heritage, or celebrity association should be verifiable.
- Keep boat and restaurant orders, receipts, and cancellation terms. Photograph a menu or price label before raising a billing dispute.
Final Checks Before Departure
Confirm whether you arrive at Huai'an East, Huai'an Railway Station, or the airport, then choose accommodation for historic Huai'an District, Qingjiangpu, Hongze, or Xuyi. One day before departure, recheck identification requirements for the memorial hall and former residence, opening at the yamen and museums, current Liyunhe boat service, lake wind, and the final ride back. Huai'an has enough depth for three unhurried days; there is no benefit in forcing every World Heritage name into a hurried checklist.
Current Official Verification
The Huai'an references were checked on 2 September 2026. Use the Huai'an Municipal Government portal to locate local tourism, transport and emergency authorities, then return to the official channel for each memorial hall, yamen, museum, Liyunhe boat or Hongze Lake product. A city introduction does not freeze opening, identity checks, sailings or lake conditions. Verify operations once on the preceding day and again on the day itself.
