Penghu is not a checklist of islands. Across the Penghu archipelago, the itinerary is a set of choices controlled by wind, swell, tide and boat operations. Magong, Baisha and Xiyu, the Huxi and southern circuit, and a North Sea or South Sea island route can each use a full day. On a short Penghu trip, protect the Magong and main-island plan first and treat offshore boats and water sports as conditional additions.
Shape the trip
For a first visit, two nights work best around Magong and one main-island circuit. With four days or more, add one route towards Qimei and Wang'an, Jibei, or another currently served island. Qimei, Wang'an and Jibei schedules vary with season, sea state, demand and operator. Do not combine Penghu South Sea and North Sea sectors in one day, and do not place a Penghu Airport flight shortly after a ferry is expected to return.
Knowing how to ride a scooter does not make a Penghu Great Bridge crossing in strong wind wise. A non-rider can stay in Magong and use current buses, licensed transfers, a driver or compact walking routes. Penghu diving, snorkelling, paddling, sailing and intertidal interpretation should come from an operator with clear qualifications, equipment, insurance and weather cancellation. Travellers interested in Erkan, Daguoye and Magong heritage can have a complete Penghu trip without entering the water.
Choose a season and weather fallback
Warmer Penghu months usually bring more boat and water options, along with strong sun, thunderstorms, typhoons and pressure on popular dates. Put Baisha and Xiyu rides and exposed geological sites earlier in the day and rest in Magong or a settlement around midday. From late autumn into winter, the northeast monsoon often strengthens and some services reduce. This can suit Magong heritage, villages, basalt landscapes and a quiet stay, provided the group packs for wind and cooler conditions.
A Penghu forecast needs more than temperature. Check Penghu marine conditions, wind, lightning and typhoon information from the weather authority, then consult Penghu Airport, Magong Harbour, the boat operator and activity provider. During strong wind, persistent swell, lightning or suspension, do not search the Penghu coast for an unmanaged cove. Keep Magong heritage, the local museum, a village meal or a shorter main-island route as the planned alternative.
Pick areas and make trade-offs
Magong supports a walk through Tianhou Temple, Zhongyang Old Street, Four-Eyed Well, Duxingshi Village and the harbour. Opening times at Magong heritage venues decide the order. Huxi and the southern circuit include coast and settlement stops such as Aimen and Lintou. Tidal landscapes such as Kuibishan require current access, tide and site management; a social-media timetable is not permission to enter the sea path.
Baisha and Xiyu can combine the Great Bridge, Tongliang, Erkan, Daguoye and settlements towards the western end, but every stop is not necessary. In high wind around Xiyu and Penghu Great Bridge, reduce exposed viewpoints and long rides. South Sea services commonly use the Qimei and Wang'an direction, while North Sea routes may use Jibei, but actual islands, piers, dwell time and return depend on current operation. Select one Penghu South Sea or North Sea route and preserve a full Magong fallback.
Build an itinerary that works
On a two-night trip, spend the first afternoon walking Magong heritage and harbour streets. Use day two for either Baisha and Xiyu or the Huxi and southern circuit according to wind. Complete the other short Penghu section before Penghu Airport on day three. If the sea is suitable and a booking is secure, one offshore route can replace day two, but do not keep a second compulsory island checklist as well.
With three nights, give one full day to a South Sea or North Sea route and divide the remaining days between Magong and the east-west main-island circuits. Do not connect a non-refundable Penghu Airport flight immediately after a Qimei, Wang'an or Jibei day. A stay on Qimei, Wang'an or Jibei only makes sense with five days or more and confirmed rooms, return boats, local movement, meals and suspension treatment.
For families and older travellers, reduce boat changes and sun exposure and schedule a midday rest or indoor stop. A Jibei or Qimei water-activity day should contain one main session. Leave time to wash, eat and absorb weather delay instead of racing to a distant sunset point.
Arrive and move around
Most visitors fly into Penghu Airport; seasonal and current ferry services may also run from ports on Taiwan's main island. Confirm departure and arrival port, check-in, baggage, identity documents, delay, motion-sickness preparation and refund before booking. Services described generally as a “Magong ferry” may use different mainland ports and operators.
Magong and the main islands have buses and transfers, but coverage and intervals must be checked for the date. A scooter or car rental requires the correct licence and insurance. Before riding from Baisha towards Xiyu, inspect helmet, brakes, lights, tyres, fuel or charge and incident procedure. Crosswinds on Penghu Great Bridge, loose grit, limited night lighting and casual stopping are significant hazards. On the Penghu Great Bridge and island roads, never stop on a bridge, bend or shoulder for a photograph. A private driver should confirm licensed operation, route, waiting, luggage and cancellation.
Select a useful base
Magong suits first-time visitors, non-riders, late arrivals, early departures and anyone needing a broad food choice. Check the actual distance to the harbour, bus stop and airport transfer, plus parking, luggage storage, breakfast and evening noise. A room in Huxi, Baisha or Xiyu offers better access to a coast or village and works for a car-based slow stay, with fewer dinner, supply and night-transport choices.
For a Qimei, Wang'an or Jibei stay, identify the pier used by the host, how the return boat connects, what happens after suspension, and whether luggage or a shower remains available after checkout. For a Magong, Huxi or Xiyu sea-view room, verify orientation, obstruction, road separation and wind noise. During typhoon periods or whenever boats are involved, choose terms that explain weather changes clearly.
Eat and shop with context
Before ordering seafood in Magong or a Penghu fishing village, agree on species or item, pricing unit, weight, cooking charge and total, and keep the itemised bill. Children, pregnant travellers, older guests and anyone with reduced immunity may prefer fully cooked food. Ask about shared cookware, sauces and cross-contact when shellfish, fish, peanut or alcohol matters. A busy evening does not need to revolve around one restaurant; Magong and the villages have alternatives.
For squid products, dried fish, pastries, peanut goods or other souvenirs, read producer, ingredients, net weight, storage, cold-chain needs and receipt. Fresh and frozen products need a realistic plan for the flight or sailing. Do not buy coral, shells or protected-species products, and never remove animals from an intertidal area.
Reserve and control the budget
Secure round-trip transport and accommodation before an offshore boat, water activity or tide-led tour. A Magong, Qimei or Jibei booking should state pier, check-in, inclusions, equipment, insurance, age or health restrictions, weather cancellation and refund. Fireworks and other major events use current dates and traffic controls; never copy the previous year's calendar into a new plan.
Separate flights or ferries, island transport, rooms, offshore or water activities, meals and shopping, plus a weather reserve. Suspension, event-period rooms, an unplanned driver and one extra boat are the main variables. Compare an additional night with the risk of compressed connections, and do not use old rental, ferry or seafood prices as a ceiling for the entire trip.
Stay safe and protect the islands
Enter the water only in an open area with suitable rescue provision, and follow flags, port and operator instructions. Stop swimming, snorkelling, diving, paddling and powered activities in strong wind, persistent swell, lightning or poor visibility. Enter an intertidal zone under tide and guide rules. Do not stand on coral, chase animals or leave overturned habitat exposed, and never walk alone where the return can be cut off by rising water.
Slow down or switch transport in strong crosswinds, and use visible clothing and working lights after dark. Travellers with limited mobility should verify aircraft or boat boarding, pier gradients, accessible rooms, buses and surfaces stop by stop. Old streets, basalt shores and offshore facilities differ greatly. Temples, fishing villages and privately maintained stone weirs have living boundaries, so ask before photographing people or work.
Final checklist
These primary entry points were rechecked on 31 August 2026; timetables and suspensions still require a departure-day check. The Penghu County Public Bus and Ferry Management Office publishes bus and public-ferry schedules and a suspension area, while the Central Weather Administration marine platform provides wind, swell and typhoon warnings. First confirm the named pier, check-in and return with the transport office, then decide whether to retain the offshore day from the marine warning. If either source shows a suspension or unsafe condition, use the complete main-island fallback rather than improvising at the pier. A commercial sailing also requires confirmation from the operator named on the ticket.
Two days before departure, recheck the flight or ferry, sea state, wind, typhoon information, hotel transfer and every activity. For an offshore day, save the pier, check-in, return, suspension contact and main-island fallback. Allow generous time between sea, road and air transport on the departure day.
Pack sun and rain protection, shade, a wind layer, water, shoes with grip, regular medication and a power bank. Follow personal medical advice for motion-sickness medicine. The final test is simple: one offshore route, a complete main-island day after suspension, and a clear cancellation trigger for every water activity.
